Local councils set taxi licensing fees, not the DVSA. They vary widely (typically GBP100-300 for the licence itself, GBP60-140 for the council-mandated practical assessment). How DVSA sets fees

DVSA fees are set under the Road Traffic Act 1988 and amendment regulations[6]. Changes require a statutory instrument laid before Parliament. The DVSA cannot raise fees unilaterally; the structure goes through consultation and parliamentary process. This is why visible fees like the GBP62 car practical have remained stable since 2009. Pressure to raise them exists in DVSA budget submissions but has not converted to a regulation change for the headline car fees.

When did the DVSA last change driving test fees?

The car practical test fee has held at GBP62 weekday since 2009. The car theory test fee has held at GBP23 since 2008. Some specialist fees (HGV, PCV) have moved more recently. The DVSA does not announce future fee changes far in advance; consult gov.uk for the latest schedule on the date you book.

Why do DVSA fees seem cheaper than people remember?

Because the headline car fees have not risen since the late 2000s. Inflation has been running at 2 to 11 per cent during the period, so in real terms the GBP62 weekday practical is materially cheaper than it was on day one. The DVSA's running cost is partly underwritten by the fee structure across all the categories, and political reluctance to raise visible learner fees has held the car fees stable.

Are DVSA fees set in legislation?

Yes. The fee structure is set under the Road Traffic Act 1988 (and subsequent amendment regulations) and is laid before Parliament. Changes require a statutory instrument. This is why fee changes are infrequent and announced in advance. The DVSA cannot unilaterally raise fees outside this framework.

What is the extended driving test for GBP124?

Drivers who have been disqualified by a court must usually take an extended driving test before regaining their licence. It runs around 70 minutes (vs the standard 40 minutes), covers more roads, and the fee is GBP124. The test is to a higher standard. Most learners will never encounter this fee; it applies after a serious driving offence and a court-imposed disqualification.

Do the fees include lessons?

No. The DVSA fees only cover the official tests and the provisional licence. Lessons are paid separately to your driving instructor and are typically GBP35-45 per hour in 2026 according to RAC and AA commentary.
